AGENDA 21:

In 1875 Edward Suess, a mineralogist and geophysicist, came up with the notion of the Biosphere. In 1926 Vladimir Vernadski expanded and developed the concept in his book “The Biosphere” to where it redefined the concept of ecology and now forms part of the accepted sciences. Additionally, in collaboration with Teillhard de Chardin and Edward Le Roy, he produced the concept of the Noosphere.
The Noosphere is - literally, “mind-sphere” or Earth’s mental sheath. (It should be remembered that Bergson was a Khazar and De Chardin was a Jesuit)
At the root of the primary definition of noosphere is a dual perception that life on Earth is a unity constituting a whole system known as the Biosphere; and that the mind or consciousness of life - the Earth’s thinking layer - constitutes a unity that is discontinuous but coextensive with the entire system of life on Earth, inclusive of its inorganic support systems.
A third, and critical, premise arising from the first two is that the noosphere defines the inevitable next stage of terrestrial evolution, which will subsume and transform the biosphere.
In the theory of Vernadski, the noosphere is the third in a succession of phases of development of the Earth, after the geosphere (inanimate matter) and the biosphere (biological life).
Just as the emergence of life fundamentally transformed the geosphere, the emergence of human cognition fundamentally transforms the biosphere. In contrast to the conceptions of the Gaia theorists, Vernadsky's noosphere emerges at the point where humankind, through the mastery of nuclear processes, begins to create resources through the transmutation of elements. It is also currently being researched as part of the Princeton Global Consciousness Project.
More will be said later about this concept of the existence, nature and purpose of the noosphere in traditional esoteric teachings, and it should be remembered also that this is essentially a Darwinian style approach to reality via evolutionary methods and concepts and remains only a theory in the sciences, although esoterists claim that personal experience of it, and existence within it, can be achieved through a series of esoteric practices.

The U.N. adopted Vernadski's biosphere concept and from this we have Earth Charters, Biosphere Reserves, The Seville Strategy, Kyoto and on through several others to a full-blown AGENDA 21 and, now, AGENDA 2030.
The Wild Lands Project, in particular, is based on these men's works on Biosphere and noosphere theories as well as on Julian Huxley's writings - he it was who created the INTERNATIONAL UNION FOR THE PRESERVATION OF NATURE in 1948 and which has since been transformed into the International Union for the Conservation of Nature. Huxley identified -  in 1948 no less! - the ANTHROPOCENTRIC ORIGIN of global warming/climate change. This has been around for a while, as you can see, and is not just the invention of the CLUB OF ROME crisis think tank.

As a bye the bye, it is interesting to discover also that Huxley set this all out in Fontainebleu, France, which was at that time the home to the esoteric practitioner and teacher George Gurdjieff and his INSTITUTE FOR THE HARMONIOUS DEVELOPMENT OF MAN. There were certain notable personalities who were deeply influenced by him and his philosophy – among these many students and admirers were such as Ouspenski; the poet Katherine Mansfield and Maurice Nicoll, who published a book in the sixties called “The New Man” which was quickly taken up by the western seekers after truth.
Mdm. Blavatski was active with her Theosophical society at the same time and although superficially different and in opposition was actively promoting essentially the same thing – The Fourth Way - Ouspenski left Gurdjieff to join her. The Fourth Way is the basis, essentially, for the modern western Sufi teaching system, the late chief of which was Sayed Idries Shah. Among the many things said in this system of thought is that Man was mineral, then became vegetable, then became animal, then became man. After this he will become something other.
The core of this society can be described as
1. To form a nucleus of the universal brotherhood of humanity without distinction of race, creed, sex, caste, or colour.
2. To encourage the study of comparative religion, philosophy, and science.
3. To investigate the unexplained laws of nature and the powers latent in man.
This last is most relevant here, I think.
I add this (to me) curiosity of coincidence of location and time here because the esoteric/spiritual teachings of these groups coincides nicely with the Vernadski/De Chardin/Le Roy statements about the noosphere and the all-inclusive evolutionary process.

The IUCN has been put in charge (by the U.N.) of the ENVIROMENTAL LAW COMMISSION under the ENVIRONMENTAL LAW PROGRAMME. It is almost certainly this Environmental Law Commission which is the instigator for Michael Meacher and Polly Higgins' drive for an ECOCIDE LAW in Britain.

1972 The first World Climate Conference in Stockholm, convened by WMO, UNEP, FAO UNESCO and WHO and which established UNEP. The First World Climate Conference followed a series of UN convened conferences during the 1970s which produced such things as
The UN Conference on Desertification and
The UN Economic and Social Council (ECOSOC) Resolution endorsing the WMO initiation of a World Climate Programme.
1972 Declaration of the United Nations Conference on the Human Environment
1974 The UN World Food Conference, Rome,  which recognized the central role of climate in world food production; The First World Climate Conference led to the establishment of
The World Climate Programme (WCP) - and its research component

1980 Conservation of Nature and Resource Development was drawn together by Martin Holdgate in his book “The Green Web – a Union for World Conservation.
There are now a number of Green Web groups and associations in action. You can find other works by him, most notably, perhaps “Living Sustainably in a Crowded World “ and there are interviews of him and his views.

1986 The Assissi Declaration, hosted by The Duke of Edinburgh pulled together the world religious leaders and made statements about the spiritual connection to nature. (It's that noosphere again!) Collaboration of all spiritual belief systems worldwide on common goals was established.
1990 Geneva; The Second World Climate Conference (SWCC) co-sponsored by the WMO, UNEP, UNESCO, the UNESCO Intergovernmental Oceanographic Commission I(IOC) FAO and the International Council for Science (ICSU) was convened with the objectives to review the work of the first decade of the WCP, the First Assessment Report of the Intergovernmental Panel on Climate Change (PCC), and the development of an International Geosphere-Biosphere Programme (IGBP). The outcome of the Conference, two years later, led to the establishment of the Global Climate Observing System (GCOS).
The Conference Statement of SWCC endorsed four streams of international activities:
1. The future structure of the World Climate Programme (WCP)
2. Special needs of the Developing Countries to build up their capabilities
3. Cooperation in international research through the WCRP, IGBP and other related international programmes
4.  Coordinated international activities and policy development through global measurement and research efforts, assessment functions of IPCC and development of a convention on climate change

1992 Rio Earth Summit and Rio Declaration
1994 The Earth Charter, founded by Maurice Strong and Mikhail Gorbachev. The idea was first created in 1968 by The Club of Rome and restarted by these two while Strong was chairman of the Earth Summit and helped along as a CIVIL INITIATOVE by the Dutch royal family. Stephen Rockefeller chaired this commission, is one of the principal creators and sits on the Earth Charter Commission and Steering Committee. The drafting of this took place internationally over a six year period – 1994 -2000 and the final draft was approved at the UNESCO headquarters in Paris in 2000 at the Peace Palace in The Hague. Queen Beatrix attended the ceremony.

2005 United Nations Climate Change Conference
The conference included the 11th Conference of the Parties (COP11) to the United Nations Framework Convention of Climate change (UNFCCC), and was the first Meeting of the Parties (MOP1) to the Kyoto Protocol since their initial meeting in Kyoto. It was one of the largest Intergovernmental Conferences on Climate change ever. The event marked the entry into force of the Kyoto Protocol on 16 February 2005
2005 UNESCO announces the DECADE OF THE CHILD and introduces SUSTAINABLE DEVELOPMENT as the common core for education in all schools globally. Such groups as Focolare (family) and Nouvo Humanidad (NEW HUMANITY) came into being and concentrated on education in families and children.

2013 Boris Johnson, mayor of London which is a member of ICLEI, announces a £1billion spend on cycling routes to reduce traffic, citing pollution as the cause for the need. (Austerity, homelessness, unemployment, library closures and schools run down, immigration crises and NHS break-down be damned, eh? We have no polluting industry left thanks to the Lima declaration.)
2014 United Nations Climate Summit launches Compact of the Mayors 21 – also known as the Paris U.N Climate Conference
2015 Stockholm: Transformations 2015, People and the Planet in the Anthropocene
The 'Anthropocene' is a term now widely used since being coined by Paul Crutzen and Eugene Stoermer in 2000, to denote the present time interval, in which many geologically significant conditions and processes are profoundly altered by human activities
2015 AGENDA 2030 announced
2015 the 21st. Conference of the Parties in Paris which claims to represent 221,000,000 people!
(I wonder if they actually know this?)
2016 World Congress of Biosphere Reserves in Lima, Peru from 14 to 17 March 2016.
This will be the 4th World Congress of Biosphere Reserves and it will “develop a new vision for the decade 2016 – 2025”

The good news is that
There are currently about 148 ICLEI members who have withdrawn their membership. About 19 others are preparing to leave also.
Fourteen U.S. states have enacted legislation outlawing AGNEDA 21, describing it as a “Murderous and nefarious U.N. programme”,  this legislation prevents elected officials from taking part in AGENDA 21, any of its programmes or any programme associated with or derived from AGEND 21. They have based their legal actions on the constitution and common law and strengthened property rights. Other states and counties are in the process of doing the same.
